Every year Rwanda Journalists Association (ARJ) in collaboration with Rwanda Governance Board (RGB), the Media High Council (MHC) and Rwanda Media Commission, the Media Self-Regulatory Body organizes Development Journalism Awards to recognize and promote excellence and professionalism in the media sector. The awards include categories whose winners are determined through public votes; and it is in that framework that the Rwanda Media Self-Regulatory Body has secured a grant to conduct the public votes under a mini-survey.
Interested consultants should submit well written bids written in English, to Rwanda Media Commission premises located at Remera, Gasabo District, Amahoro Stadium Road KG 17 not later than 27 September, 2017 5:00 pm. local time. Late bids shall be rejected.
I. Objectives of the Consultancy
The Mini-survey is aimed at identifying winners in the following DJA categories:
- Best anchor/Presenter: Each interested Media House will submit names of one person they deem to be their best presenter/anchor and the names will be submitted to respondents.
- Most Popular Radio Station: Respondents will be asked to name the Radio station they most listen to.
- Best Online publication: Respondents will be asked to name the online media outlet they most visit.
- Upcoming TV: Respondents will be given the list of private Tvs operating in Rwanda and they will be asked to tick their favorite station
- Life Time achievement: The panel of judges will choose the best three longest serving journalists and their names will be submitted to the public to choose the best of them all.
- Best Tv and Radio Drama: Shortlisted Radio (3) and Tv (3) Dramas will be subjected to a public vote through a mini-survey.
Note that last year’s winners in public votes are not eligible in this year’s public votes but they can compete in other categories. And those are

II. Scope of Work
The Mini-survey will consist in reaching out to respondents who will give answers to a number of prepared questions which in turn will help to determine winners in DJA public vote categories:
II.1 Sample Size
The sample for the Mini survey will be 600 respondents and their proportional break-up is as follow:
- Ordinary citizens: 400
- Public relation officers/communication officers/spokespersons: 20
- Journalists/media managers/chief editors: 100
- Students and lecturers from schools of journalism (UR, ICK, Mount Kenya, and Kigali Christian University) : 80
II. 2. Area
The City of Kigali (Kicukiro, Gasabo, Nyarugenge), and one district per each of the four provinces of Rwanda: Muhanga (Southern Province), Rulindo (Northern Province), Bugesera (Eastern Province) and Ngororero (Western Province).
III. Description of Tasks
The selected consultant will perform the following tasks
- Submit a proposed work plan in an initial inception report
- Prepare a draft questionnaire
- Conduct advance testing of the proposed questionnaire to ensure that the questions are clearly formulated and intelligible to respondents.
- Have the questionnaire in both Kinyarwanda and English to facilitate understanding by respondents
- Mobilize an adequate number of qualified data collection personnel to ensure that the field survey gets completed within agreed time
- Carry out the mini-survey based on the approved work plan and questionnaire
- Submit a progress report on a regular basis
- Handover the row data to Rwanda Media Commission for tallying
- Provide a compiled report about the whole data collection process
- Inception report with a detailed work plan

V .Qualification and Eligibility
The interested consultants should be tax registered firms or individuals with proven experience and deep knowledge of Rwanda’s media sector. Having a previous background in conducting studies and surveys in the media sector is an added advantage. The consultants should be adequately staffed and equipped to conduct such works.
The consultant will be required to complete the assignment in two (2) weeks after signing the contract with Rwanda Media Commission.
VII. Selection Process
The consultant will be selected in accordance with the criteria laid down in point VI on qualifications and Eligibility. Also the consultant will be hired basing on the principle of the lowest bidder.
Criteria, sub-criteria, and point system for the evaluation of Full Technical Proposals are:
- General experience of the firm in the field: 5points;
The company to provide a proof of five years of existing, each year equals to 1 points
- Relevant experience in similar services: 5 points;
The company to provide two certificates/ recommendation letters from reputable organizations , each one is 2,5 points ,
- Quality of the methodology proposed: 10 points;
- The methodology/strategic activities;
- Work plan

VIII. Terms of Payment for this consultancy will be as follows
- 30 % to be paid upon signature of the contract and submission of the inception report;
- 30% to be paid upon submission of the validated research instrument report;
- 40 % to be paid upon submission of the row data alongside with the final report.
For the quality assurance of the mini-survey, the consultancy team will be under the supervision of Rwanda Media Commission and Rwanda Governance Board through its Media Sector Development Department.

RMC monitored sampled morning Radio talk shows on five identified radio stations focusing on elections related content that was aired in the period of 13th, 14th and 20th July, 2017.
The report measured prominence given to election related topics in the talk shows; Discourse on presidential candidates’ agendas and manifestos; Developmental related issues discussed in the talk shows that reflecting to public interests in EDPRS II; And if the talk shows gave priority to educate voters on election process.
The overall results indicate that the talk shows performed the duty to fully and accurately inform and educate the public and specifically the electorate on the elections related information to enable them make informed decision. They however underperformed on providing due attention in there talk shows on central issues of public interest such poverty, youth employment, and rural development as highlighted in the EDPRS II as key concerns that the public would be interested in hearing from the presidential candidates. This may however be analysed as not being a problem given the fact that these issues may have received special coverage in other specific programs such as newscasts and live debates especially by the public broadcaster.
The findings also reveal that candidates’ agendas and manifestos were discussed and this is an indication that the media impartially focused on news related to candidates and elections to enable the public to be informed about agenda and manifesto.
Conclusively, RMC advises journalists and media houses to continue performing intensively but also professionally in order to serve Rwandans in exercising their civil and political rights on the eve of presidential elections on 4th August, 2017.

RMC (Rwanda Media Commission) is the Media Self-Regulatory Body in Rwanda instructed by Law N0. 02/2013 of 08/02/2013 regulating Media most especially in its Article 2 (20°) and established by all Rwandan journalists in their General Assembly of 27/8/2013. The Self-Regulatory Body is mandated to protect journalists, regulate their conduct and the daily functioning of media and advocate for media freedom in Rwanda.
As part of its duty to ensure compliance with ethical journalistic practices as mandated by Law No.02/2013 of 08/02/2013 regulating the media and as articulated in the journalistic Code of Ethics, the Rwanda Media Commission monitors media content on a regular basis. Based on this monitoring and in case any issues are identified, RMC engages the concerned editors to discuss any emerging concerns.
For fulfilling its mandate, the Rwanda Media Commission (RMC) in partnership with Institut Panos Grands Lacs (IPGL) for the implementation of the project “Elections, the media, civil society and democracy in Rwanda” (ELMS) financed by European Union wishes to recruit four (4) monitoring agents in charge of monitoring and assessing 8 Rwanda radios and 4 TV content using the newly established IT system to monitor the Rwandan media content for 3 months (June, July and August) in 2017.
- Conduct regular monitoring through the media monitoring system, using an agreed framework, to ensure professional and ethical compliance with Rwanda Journalists’ guidelines for election coverage and the Journalistic Code of Ethics as ratified by the General Assembly of journalists;
- Pinpoint specific aspects of media content as professional and/or ethical gaps that should form a basis for conversations between the RMC and editors/proprietors;
- Categorizing the media content within the electronic Media monitoring system;
- Propose the way forward in accordance with the media laws and code of ethics regarding the monitored content;
- Report to the Executive Secretary about any aspects of media content and/or trends that raise concerns regarding the Code of Ethics;
- Constantly review the monitoring framework and advise on appropriate adjustments to ensure an efficient and effective monitoring system;
- Compile regular reports from monitoring data, citing trends and themes in media ethics and professionalism.
- Bachelor’s degree in Journalism/communication or any other related field
- Knowledge of media and media related issues
- Knowledge of current media status in Rwanda
- Experience for one year at least in media monitoring
- Experience in using electronic media monitoring systems
- Fluency in Kinyarwanda and English (French being an added advantage)
- Excellent writing skills
- Ability to use basic statistical IT tools such as SPSS and Excel
- Disciplined person with high integrity
- Weekly categorization of talk shows from 8 radios and 4 TV captured within the monitoring equipment
- Daily report on classified content
- Daily report on monitored content showing weaknesses, areas to improve and strength with the Rwandan electronic media
- Final report clearly highlighting the areas where RMC should take a step ahead in its monitoring work
- Avail content to monitor once any case from the public regarding the Rwandan media content emerges
- Monitoring Agents will produce 7 monitoring reports on presidential election coverage, that is 2 reports per month and one compiled report
Means of verification
- Daily and weekly reports will be submitted on a weekly basis to the RMC Executive Secretary
- Categorized content will be stored in the main server for future use by RMC monitoring officers
